This project will explore municipal financing as a way to increase the uptake of energy efficiency upgrades in new home construction. The project includes working with home builders and municipalities to investigate how new property-tied financing programs in the province could be used in residential new construction. If successful, financing through new and emerging Clean Energy Improvement Programs (CEIP) could allow high efficiency homes to be sold for the same sticker price as a standard home, with the upgrade cost being repaid through the property tax system (also known as Property Assessed Clean Energy, or PACE, financing). This would allow a homeowner to pay for upgrades separate from their mortgage while realizing utility bill savings at the same time.
